binaryPI: Move EmptyHeap() call
Specification says to do CAR teardown as part of AmdInitPost().
Move initializing the final AGESA heap storage to AmdInitEnv()
so that its work is not lost even if AMD_DISABLE_STACK does
invalidation without writeback.
