soc/intel/cmn/cse: Deprecate CONFIG_SOC_INTEL_CSE_RW_VERSION

This patch marks CONFIG_SOC_INTEL_CSE_RW_VERSION as deprecated, as
future platforms will automatically determine the CSE RW version using
CSE RW partition.

TEST=CSE RW update successful on Screebo.
