libpayload/libcbfs: Add VBOOT_CBFS_INTEGRATION support
If LP_VBOOT_CBFS_INTEGRATION is enabled, then libcbfs will reboot with
vboot failure in non-recovery mode on CBFS file hash mismatch.

google/ovis4es device
