cpu/intel/model_206ax: Program Ivy Bridge defaults for MSR_PKGC_IRTL
Ivy Bridge has lower latencies than Sandy Bridge has. Update MSRs MSR_PKGC_IRTL with values from BWG. Test: Lenovo X220 still boots.
