qcs405: Enable VBOOT_MIGRATE_WORKING_DATA

Enable VBOOT MIGRATE_WORKING_DATA so that the data
required by depthcharge is copied into the coreboot tables
and made available to depthcharge after BOOT_IMEM is cleansed.
