soc/intel/xeon_sp/uncore.c: skip configuring VTD dev

DPR should not be configured for VTD devices of other stacks for
SPR-SP. Such processor(s) would be configured with
SOC_INTEL_MMAPVTD_ONLY_FOR_DPR.
