soc/intel/xeon_sp/Kconfig: add SOC_INTEL_SAPPHIRERAPIDS_SP
Intel SPR-SP (Sapphire Rapids Scalable Processor) chipset
belongs to Xeon-SP family. It was product launched on
Jan. 10, 2023.
