mb/intel/mtlrvp: define a new config for Chrome EC
Introduce new config MTL_CHROME_EC_SHARED_SPI, tailored for
Chrome ECs utilizing an external shared SPI flash.

TEST=emerge-rex coreboot chromeos-bootimage is successful
