Revert "3rdparty/blobs: Update submodule marker for Intel microcode updates"

This reverts commit 0ff9daac45d604fa4864394616e335e20af26c3e.

It points to a stale commit under review; i.e. not to a commit on
blob.git's master branch like it's supposed to.
