mb/intel/tglrvp: Enable D3HotEnable and D3ColdEnable for tglrvp
This explicitly enables both of TCSS D3HotEnable and D3ColdEnable
from tglrvp devicetree.cb setting.

TEST=Built and booted on tglrvp.
