mb/google/octopus: Configure pins to reflect delta w.r.t yorp

Changes in pin usage between yorp and bip
- LTE_OFF_ODL pin moved from GPIO_161 to GPIO_66
- I2S0 interface is not used in bip. It was used in
yorp for DMIC Wake on Voice through Nuvoton EC.

Also fix both bip and yorp pin settings for
LTE_OFF_ODL (Enable LTE and add an internal pull up).
Internal pull up can be removed later when sub-board (which
will have an external pull up for this signal) is available.
