soc/intel/meteorlake: Add required configs to enable eNEM
This patch combines all required configs under one umbrella config
named `METEORLAKE_CAR_ENHANCED_NEM`.
MTL SoC to select this config if default NEM (INTEL_CAR_NEM) is not
selected.

TEST=Able to build and boot Google/Rex.
