This CL fixes a bug with the FuzzyPhoneNumberMatcher implementation. The
logic should be that if the last 7 digits of two numbers match, we treat
them as the same. The issue was that if we found digits that didn't
match between the number, we reported them as not matching, even if they
had 7 digits in common.
This CL also makes some quality of life changes:
- Renames FuzzyNumberMatcher to FuzzyPhoneNumberMatcher to match the
class name.
- Abstracts the logic of the FuzzyPhoneNumberMatcher into another well
named method, so it's more clear how the code works.
While I didn't check too carefully, I believe this will also help out
issues with capability flakiness in:
- b/62609419 | maxwelb | RCS very unstable when on cellular.

This CL updates the AOSP Dialer source with all the changes that have
gone into the private google3 repository. This includes all the
changes from cl/152373142 (4/06/2017) to cl/159428781 (6/19/2017).
This goal of these drops is to keep the AOSP source in sync with the
internal google3 repository. Currently these sync are done by hand
with very minor modifications to the internal source code.
See the Android.mk file for list of modifications.
Our current goal is to do frequent drops (daily if possible) and
eventually switched to an automated process.
