AOSP dialer used to ignore UserHandle of a PhoneAccountHandle when
building the selection list. When secondary user or guest mode is in
use, dialer composed a wrong PhoneAccountHandle with current UserHandle
so Telecom cannot provide correct information of this
PhoneAccountHandle.

Test: Manually switch to guest mode or secondary user to check if the
dialog show correctly.

This reduces dependency on contacts.common which is full of things that should not be there.
Ideally resources inside dialer.contacts.resources should be individually moved to appropriate locations, but the resources are too large to work with.

This is used to inform the user an account cannot be used right now. On most dual SIM devices, only a single SIM can make calls at the same time. The UI will be implemented in a followup CL.
This CL also packs the parameters of SelectPhoneAccountDialogFragment into a proto. There are too many arguments and it needs structured representation.

Before prompting the user to select the SIM, CallingAccountSelector will lookup the fallback preferred SIM database to see if a preferred SIM is already set and bypass the selection. If the number is in contacts the user will also have the option to store the selected SIM as preferred.

CallingAccountSelector examines the CallIntentBuilder, and if the PhoneAccountHandle is missing on a multi-SIM device while the default is not set, it will show a dialog to let the user select it. This step used to be after the in call UI is launched and telecom wants dialer to disambiguate. This step is moved to pre call as dialer need more control, like voicemail calls should always prompt, or the preferred SIM info might be available. This also allows telecom to send the selected PhoneAccountHandle to other apps so they have more information on how to rewrite numbers.
AssistedDialAction replaces the step previously in CallIntentBuilder.build(), and rewrites the URI.
Pre-call actions are not hooked up for dialing in this CL yet, assisted dialing will still be broken.

One of the biggest issues with the FAB is that it doesn't
scale in/out properly. It looked more like setVisibility was
being called instead. This CL migrates the FAB controller to
use the built in scale in/out methods #show and #hide and the
animation is much nicer.
Some of the other issues were:
- Now scaling animation is correct and visible.
- No longer flashes when going in/out of search.
- No longer shows on top of the return to call controller.
- No longer bugs when switching between VVM TOS and contacts.
- No longer shows FAB over VVM TOS when entering/exiting search

gone into the private google3 repository. This includes all the
changes from cl/150392808 (3/16/2017) to cl/150756069 (3/21/2017).
This goal of these drops is to keep the AOSP source in sync with the
internal google3 repository. Currently these sync are done by hand
with very minor modifications to the internal source code.
See the Android.mk file for list of modifications.
Our current goal is to do frequent drops (daily if possible) and
eventually switched to an automated process.

Test: Built package and system image.
This change clobbers the old source, and is an export
from an internal Google repository.
The internal repository was forked form Android in March,
and this change includes modifications since then, to
near the v8 release.
Since the fork, we've moved code from monolithic to independent modules. In addition,
we've switched to Blaze/Bazel as the build sysetm. This export, however, still uses make.
New dependencies have been added:
- Dagger
- Auto-Value
- Glide
- Libshortcutbadger
Going forward, development will still be in Google3, and the Gerrit release
will become an automated export, with the next drop happening in ~ two weeks.
Android.mk includes local modifications from ToT.
