Merged the following change from internal source: cl/305938566
Do not use EXTRA_IS_HANDOVER for API levels 28 and above
When targeting API level 29, this field becomes blacklisted.
Since the Handover feature is officially supported via a public API since
API level 28, we do not need to check for the internal field when the API level
is 28+.

Allow call recording for Bulgaria.
* Call recording is legal, subject to certain restrictions, in Bulgaria.
Call recording without notification or one side's consent is not a
criminal offense, and only affects the admissibility of said call
recording as evidence.

Enable or disable call recording for numerous countries via MCC.
* This change handles call recording within the Dialer. Changes were made
to the template of all of the XML files, and all links were changed to
https, where possible. Quotes of the precedents and/or laws can be found
within each country's XML file. Countries' whose status was not changed
are not explicitly mentioned below, despite any changes to their files.
* Call recording is disabled for: Andorra, Iceland, Indonesia, Monaco,
Switzerland, the United States of America and some of its territories -
Guam, Northern Mariana Islands, Puerto Rico and the United States Virgin Islands.
* Call recording is enabled for: Albania, American Samoa, Argentina, Armenia,

Base 'call recording allowed' decision on current country.
Selection of resources by MCC happens via the SIM MCC, but what matters
for legislation is the current country, not the country the SIM origins
from. Because of that, move the decision about whether call recording is
allowed or not to the current country instead of SIM MCC.

1.Protect Device Identifiers: Starting in Android Q, apps must have the READ_PRIVILEGED_PHONE_STATE privileged permission in order to access the device's non-resettable identifiers
IMEI and serial is used for the *#06# dialog. OEMs needs this to run factory tests. Perhaps it is something that should be moved to telephony, but as the current state dialer is showing it.
2.Limit pre-installed app network permission:Preinstalled apps that want to access restricted network needs to declare the CONNECTIVITY_USE_RESTRICTED_NETWORKS permission.
Restricted network is used for VVM access.
3.Notification fullscreen intent attribution, Developers need to add a uses-permission tag for android.permission.USE_FULL_SCREEN_INTENT to their manifest

This CL implements looking up the dialer internal database for blocked numbers when the system database is not available yet.
Data is only invalidated when dialer is alive since that is the only time blocked numbers can be set and removed.

Previously, Android's Dialer app was developed in an internal Google
source control system and only exported to public during AOSP drops.
The Dialer team is now switching to a public development model similar
to the telephony team.
This CL represents all internal Google changes that were committed to
Dialer between the public O release and today's tip of tree on internal
master. This CL squashes those changes into a single commit.
In subsequent changes, changes will be exported on a per-commit basis.

Test: Built package and system image.
This change clobbers the old source, and is an export
from an internal Google repository.
The internal repository was forked form Android in March,
and this change includes modifications since then, to
near the v8 release.
Since the fork, we've moved code from monolithic to independent modules. In addition,
we've switched to Blaze/Bazel as the build sysetm. This export, however, still uses make.
New dependencies have been added:
- Dagger
- Auto-Value
- Glide
- Libshortcutbadger
Going forward, development will still be in Google3, and the Gerrit release
will become an automated export, with the next drop happening in ~ two weeks.
Android.mk includes local modifications from ToT.

CallDetailsActivity to not work properly.
This CL merges an external contribution (http://pagit/626605) that
fixes the issue by setting the parentActivityName appropriately.

marked as encryption aware so Telecom was always creating the missed
call notification.

Telecom can check to see if we support putting up the notification.

default. This is because we currently don't want any of the
preferences/databases stored by the Dialer to be available when
FBE locked.

encryption aware, rather than having everything aware because the

Dialer is now putting up the missed call notification instead of
Telecom. As a result, it has to handle receiving a new missed call
broadcast and sending requests back to Telecom to update the missed call
count.

Historically, apps marked with "coreApp" were prepared to run in a
limited boot environment, and were critical to booting the device, so
in the new file-based encryption world we're marking these apps with
both "forceDeviceEncrypted" and "encryptionAware" attributes.

the onboarding flow is not needed for now as the Dialer
will always at least be the system dialer.

Mocks indicate that after adding, the user should be returned to
the management UI and the snackbar should be shown there. This is
kind of pain to do across fragments in different activities. To
help address this, make one Activity the parent of both the blocked
number manage and add/search UI. This also makes sense in terms of
logical organization.

* Add OnboardingActivity that controls the onboarding the UI
ensuring that the user grants the necessary permissions before
the Dialer can start.
* Add first pass (no graphics, eyeballed measurements) for the
screens that request for default dialer as well as permissions
* OnboardingActivity is not actually launched at this moment - will
be tied in to the various Dialer activities in a follow up CL.
* Add tests for logic that controls the display of the screens in
anticipation of future additions to the onboarding flow.
* Add mockito library to DialerTests's Android.mk

+ All user-facing indications should now say "Call History".
+ I renamed many references in code to "Call Log", which is how
we internally refer to many of the components related to call
history. It seemed excessive to rename the fragment, list items,
adapters, and other references to that throughout our codebase.
