Fix NPE in BssidBlocklistMonitor
Due to unexpected orderings of events happening in ClientModeImpl,
sometimes invalid inputs are being passed to BssidBlocklistMonitor to
cause a NPE.
This patch fixes the crash but does not address the root cause.
Bug: 159183809
