[WifiServiceImplTest] OK to not dispatch any messages
Use stopAutoDispatchAndIgnoreExceptions in TestWifiServiceImpl to stop
auto dispatch. When we are already on the right thread, runWithScissors
does not post anything. This is the case when running the tests with
the coverage script.
