The variable persist.sys.usb.config is no longer honored by the framework,
and it's presence causes unnecessary toggling of the USB driver, which
disconnects ADB and makes the device's connection unstable.
Delete it.

* libbt(-vendor) expects the filename to match
the chipset reported, but we have a different
common filename (from Sony stock).
* Add bt_vendor.conf to set the correct name
instead of creating symlinks to what was expected.
