ChromeOS: Promote variant_cros_gpio()
The only purpose of mainboard_chromeos_acpi_generate()
was to pass cros_gpio array for ACPI \\OIPG package
generation.
Promote variant_cros_gpio() from baseboards to ChromeOS
declaration.
