Use the broadcast ID to deliver LINT1 as NMI to all CPUs,
instead of listing individual LAPIC IDs.

Calling setup_ioapic() was only correct for the
IOAPIC routing GSI 0..15 that mimic legacy PIC IRQs.

Being divided by 1000 causes data loss and the loss is expand by
muliplication.
So we just set a lower divisor before muliplication.

The Cezanne CPPC ACPI table generation code also applies to Sabrina, so
move it to the common AMD SoC code directory so that it can be used for
Sabrina too.

The `acpigen_write_CST_package` and `acpigen_write_CST_package_entry`
functions don't modify the provided C-state information. So, make the
pointer parameters read-only to enforce this. Also constify arguments
where possible.

Using existing defines instead of magic values improves readability of
the code. Also add comments to the MADT IRQ overrides to make it clearer
what those actually do.

To configure and enable the IOAPIC in the graphics and northbridge (GNB)
container, FSP needs to write an undocumented register, so pass the GNB
IOAPIC MMIO base address to make it show up at that address.

The MADT doesn't populate the IO-APICs yet since we need FSP to
configure those.
The FADT differs from picasso in the following ways:
* The duty_offset is supposed to be 0
* Don't clear x_firmware_ctl_l
* Make the extended addresses use MMIO
