VBOOT_VERIFY_FIRMWARE should be independent of CHROMEOS. This allows use
of verified boot library without having to stick to CHROMEOS.

This makes the test IDs the default, taken from depthcharge
master (board/*/fmap.dts, hwid property).

Migrate google/guado (Asus Chromebox CN62) from Chromium tree to upstream,
using google/auron and google/panther as refs.
TEST=built and booted guado with full functionality
