This change moves all ACPI table support in coreboot currently living
under arch/x86 into common code to make it architecture
independent. ACPI table generation is not really tied to any
architecture and hence it makes sense to move this to its own
directory.
In order to make it easier to review, this change is being split into
multiple CLs. This is change 3/5 which basically is generated by
running the following command:
$ git grep -iIl "arch/acpi" | xargs sed -i 's/arch\/acpi/acpi\/acpi/g'

.write_acpi_tables() should not be updating the device structure. This
change makes the struct device * argument to it as const.

This patch adds voltage and curent parameters in
google_chromeec_get_usb_pd_power_info and remove power parameter. Caller could
use the voltage and current information to calculate charger power rating.
The reason for this change is, some applications need the voltage information
to calculate correct system power eg PsysPmax.

These two identifiers were always very confusing. We're not filling and
injecting generators. We are filling SSDTs and injecting into the DSDT.
So drop the `_generator` suffix. Hopefully, this also makes ACPI look a
little less scary.

They're listed in AUTHORS and often incorrect anyway, for example:
- What's a "Copyright $year-present"?
- Which incarnation of Google (Inc, LLC, ...) is the current
copyright holder?
- People sometimes have their editor auto-add themselves to files even
though they only deleted stuff
- Or they let the editor automatically update the copyright year,
because why not?
- Who is the copyright holder "The coreboot project Authors"?
- Or "Generated Code"?
Sidestep all these issues by simply not putting these notices in
individual files, let's list all copyright holders in AUTHORS instead
and use the git history to deal with the rest.

mainboard_silicon_init_params() is supposed to be used for only
overriding any FSP params as per mainboard configuration. GPIOs should
be configured by mainboard as part of its chip init(). This ensures
proper ordering w.r.t. any common operations that the SoC code might
want to perform e.g. snapshot ITSS polarities.
This change moves the configuration of GPIOs from
mainboard_silicon_init_params() to mainboard chip->init().

The previously provided device path made no difference, all
integrated PCI devices point back to the same chip_info
structure.
Change reduces the exposure of various SA_DEVFN_xx and
PCH_DEVFN_xx from (ugly) soc/pci_devs.h.

We were used to set the same values in the system and board tables.
We'll keep the mainboard values as defaults for the system tables,
so nothing changes unless somebody overrides the system table hooks.

In order to be able to share code across different fizz variants,
provide the concept of baseboard and variants. New directory layout:
variants/baseboard - code
variants/baseboard/include/baseboard - headers
variants/fizz - code
variants/fizz/include/variant - headers
New boards would then add themselves under their board name within
"variants" directory.
This is purely an organizational change.

Pass in fizz-specific adapter-based PsysPl3 and Pl4 values to avoid
brownouts. According to Intel doc #560604, page 74, the max time
window is 64ms (code=6) and the min duty cycle we can set is 4%.

Set PsysPl2 values to 90% of max adapter power for all types of
adapters (typeC and barrel jack) to account for a 10% power loss from
the adapter to the soc.

Our current U22 skus (celeron and i3) actually don't support PL2,
but making sure that if we do decide in the future to use it to
make sure PL2 and PsysPl2 values are set appropriately.

If using type-C charger, then PsysPl2 may be lower than barrel jack
value of 90W, so need to override value to the max power of type-C
charger.

Currently, mosys just returns "fizz" as model/chassis values.
Returning proper OEM IDs so that mosys can return the proper
variant.
