This change increases the spd read performance by using smbus word
access.

Add declaration for smbus write. Early smbus access also needs smbus
write function specially to read spd for DDR4 wherein page has to be
switched by smbus write.

It encourages users from writing to the FSF without giving an address.
Linux also prefers to drop that and their checkpatch.pl (that we
imported) looks out for that.
This is the result of util/scripts/no-fsf-addresses.sh with no further
editing.

Kconfigs symbols of type bool are always defined, and can be tested with
the IS_ENABLED() macro.
symbol type except string.

- Join doxygen file command with the file description
- Give extended file location so doxygen knows which early_sbmus.h
the file is. (I don't get this either, but it fixes the warning)

When I've first written this macro in 2011, the correct define for
verbose SMBus message was CONFIG_DEBUG_SMBUS_SETUP. This has since
been changed to CONFIG_DEBUG_SMBUS. I didn't catch that, and this made
the printsmbus macro always evaluate to an empty statement.
Use the proper CONFIG_DEBUG_SMBUS define. This makes printsmbus
functional again.

Early SMBUS code with similar functionality is duplicated for all
southbridges. Add a generic SMBus API (function declarations) designed to
unify the early SMBus structure.
This patch only adds the API. It does not implement any hardware-specific
bits.
