soc/qualcomm/common/qup: Add support for QUP common driver
copy existing QUP driver from /soc/qualcomm/sc7180 to common folder. This QUP common driver provide QUP configurations, GPI and SE firmware loading and initializations. BUG=b:182963902 TEST=Validated on qualcomm sc7180 and sc7280 development board.
