soc/intel: Use NEM+ effective way size for for ADL, MTL and PTL
Alder Lake, Meteor Lake and Panther Lake use the effective way size
when setting up the Enhanced No-Eviction Mode (cf.
`INTEL_CAR_ENEM_USE_EFFECTIVE_WAY_SIZE').
