mb/google/poppy/variants/atlas: Update DPTF parameters
Preliminary dptf change for Atlas
- Throttle charger using all temp sensors (not just ambient)
- Throttle charger with higher priority than CPU
- Update throttle temperature using data from surface thermistor
in thermal chamber test
