soc/intel/jasperlake: Add IGD, MCH Device ID

Add IGD Device ID and MCH Device ID for Jasperlake.
Reference is taken from Jasperlake EDS volume 1(Document Number:
613601).

TEST=Build and boot Jasperlake platform.
