soc/intel/xeon_sp/cpx/Kconfig: Relocate 'select CACHE_MRC_SETTINGS'

This will remove the warning:
 "src/soc/intel/xeon_sp/cpx/Kconfig:79:warning: config symbol 'CPU_BCLK_MHZ' uses select, but is not boolean or tristate"
